BANNING, California (AP) -- A man claiming to have explosives strapped to his body holed up inside a bank for more than five hours as people inside fled, including some who climbed to the roof and shinnied down a pole.
The man, whom authorities identified as Valine Ulmer, 66, surrendered after talking to authorities by phone Tuesday. Ulmer was led away from the Wells Fargo bank branch about 85 miles east of Los Angeles in his underwear, apparently to make sure no other devices were strapped to him.
"I'm not a criminal, but I need a lawyer, please, please help me," he shouted to reporters as he was being placed in a patrol car.
Ulmer handed a teller a note saying he had explosives strapped to his body and had placed others at another bank, police spokesman Jim Coleman said. Ulmer apparently was upset about his financial situation.

Police found no explosive items at the Wells Fargo branch or a nearby Washington Mutual branch, Coleman said.
Ulmer was booked for investigation of kidnapping and making terrorist threats, police said.
The seven employees and a customer who were in the bank when Ulmer walked in about noon all got out safely, police said. Some of the employees who scampered out a roof exit and slid down a pole suffered minor injuries to their legs, Coleman said.
