Is the Judge right to say that the non-reporting at the time was simply "a matter for the Church" ???
Surely the Law was broken by those Elders, and they should face charges ?

You cannot use religious exceptions only for what you want/like. Religious organization want passes to discriminate and get away with a lot of illegal acts. This one is no exception.
I know people don't like hearing it, but that doesn't make it any less true.
