Supposedly, the boy is from Canada and aged 10, and the girl is from Hongkong and aged 7.

It is not clear whether the kids are being 'managed,' the Japanese, Korean and Hongkong music scenes are strongly commercialised and have refined the discipline and training of young singers into an art form. I suspect that such a management group may be behind their development.
