I'm just wondering how they handle these tunnels what with the buildings being sold to different owners. I heard something about them filling the tunnels in, but not sure how that would work.

How did they get council approval to tunnel under roads, since they didn't own that land? I thought only public utilities companies could gain legal rights.

I'm sure they had had to pay the city some hefty amounts to have it built and some very serious inspections of all proceedings step by step. They probably had to have them seal up with cement to make the property sellable.
