probably a banal tech security thing, i don't think the watchtower hosts its data in the people's republic but I could be wrong

their IP address is 23.199.65.162.
Maybe you have some spyware on your computer?

Well that IP address is truly from China, and suspicious, so what probably happened is this...
When you connect to that public WIFI, you receive a dynamic IP address.
Mostly likely, a PC that was also connected to that WIFI just before you, was using that same IP address. Also most likely, that PC was infected my malware, probably used by a botnet to attack websites. In turn the Sonicwall firewall recognized this, and placed a block on traffic associated with that IP address.
It's possible that you were assigned that same IP address right after, and that block became applicable to you. I bet that if you try to connect again after a few hours you will be able to.
That's my guess. But it's an educated guess. -
