Jehovah doesn't want anyone to die + draws people?!

If the two scriptures I have in mind about him not desiring anyone to die, and drawing those he wants to be his people, how come he draws so very, very few, especially in the Western world? It's like he hardly wants anyone, judging by the one or two he "draws" into U.K congregations every couple of years. #Confused

India, China and Pakistan don't seem to be on his 'draw' list.
But you can add that to stopping malaria, river blindness, AIDS & starvation on his list of things he doesn't deal with.
