Saw this posted to exjw on Reddit but didn't locate it here in a few different searches. Barbara Anderson is also promoting this on her site watchtowerdocuments.org .
It appears the petition only has two more weeks to remain posted and is in need of 99k+ additional signatures.

Yes, from what I understand the petitions don't require only US citizens but the age requirement is at least 13 years old, I believe.

Signed. It asked for my Zip Code, so I just stuck in my U.K Postcode, and it worked. I had my signature refused once before, on another Petition, when it was obvious I was not in the U.S, but it worked this time !
