I think he's referring to a case in San Diego where the Borg are being fined daily for not cooperating with the court. They redacted documents so heavily as to make them unusable. You can do a search from there and probably find out more. It's been discussed quite heavily on here.

Only $300,000? That's change to them. They have sold one KH for more than that.
