Rutherford was it seems motivated by $$$ to write these words, along with his obvious anti-semitism.
He was trying to stop the Nazi's from taking JW property in Germany, as usual $$$ came before people, the poor German JW's were a secondary concern of his.
Later when he saw how the wind was blowing, Rutherford wrote against the Fascists, making matters worse for JW's in such countries no doubt.
A totally obnoxious man who today's JW's still refer to as "Brother".
