I've only noticed one when we're on Hwy 79, north of our Camden, AR, USA. It is the relatively new KH in Fordyce, AR, on that main highway.
Is this the rule rather than the exception?
Should we send them a letter of reproof on Watchtower letterhead?

I have not seen one yet. Even some of the smallest KH I've seen in South America have the sign outside. I have been wondering if this fancy of displaying the logo has anything to do with a tax and/or financial requirement, given that now the real state status of the org has probably changed.
Every single one including bethel and assembly halls has the large logo and sign in my part of the world!
Maybe they just haven't fitted it there yet?
I beleive most of them have the blue logo by now.
The whole JW Org thing is likely a way to streamline the flow of cash and property bought by JW donations and immediately and permanently owned and managed by Watchtower.
These are two completely separate entities - The Jw's give and never get, the Watchtower gets and never gives.
The scant few who actually are the Watchtower have a financial worth of billions,
The millions who comprise the JWs have a financial worth of zero.
The stupid signs are to make the JW drones imagine they are part of a huge and important organization.Which they are - the Org. is a single global parasite and the Jws are just the renewable and disposable host.
All we have seen have one, in 10 states we have been in. One might have a definite financial deficit and can't afford the sign yet.

Maybe the Watch Tower pre-sold the kingdom hall to investors from under the congregation prior to completion and their saving a few extra dollars by not wasting money on a needless sign.
