I just have a question regarding the Mormon faith. Could a practicing Mormon women who didn't work, but who was a married to a none practicing mormon man who was the sole income provider. Could she still get a temple recommend if he flatly refused to tithe.

I actually know the answer to this as I live in a predominately Mormon area. A friend of mine married a Mormon girl when he as DFd. After many years he eventually went back to the JW cult and she responded by becoming more involved with her Mormon faith. Normally women can only get a temple recommend in one of two ways 1. she went on a mission when she was around 21 or 2. she was married in a temple ceremony where she was sealed to a believing Mormon man with temple recommends. Since this women had done neither for many years she was left out in the cold not able to do temple work or participate in other privileges. In recent years a change was made that allowed her to get her magic underwear and do service in the temple. I do not know the reasoning behind that but I do know it is now possible. BTW her husband refuses to allow any of their money to be donated to the Mormon church as he is an elder and that would disqualify him from his privileges so she did not buy her way into the temple. -

2) I know you want to be honest with your bishop, but the only person who needs to declare a full-tithe is YOU. I bet you have paid 10% on the gross so far, right? Well, guess what? Some full-tithe payers with temple recommends only pay on the net (amount after taxes). Others pay on their increase as the scripture directs, and they have temple recommends too.
3) If your wife wants to pay on "her half" of the income, then she can simply tell your bishop that. She already isn't obligated to pay, but it may make her feel better. And of course, you already have paid that much anyway.

To answer your question, yes, the woman could still get a recommend. She cannot be sealed to her husband in the temple because he's ineligible, but she would have no problem getting one.
