It's not actually a specifically JW agency or anything... it's just a single site, adoption.com, that's created a bunch of subdomains for different religions.
Interesting thread. My parents had adopted several Chinese orphans. Two of them had serious problems (attachment disorder, and the other tried to drown the other children in the pool on many occassions). The therapist suggested our family place the two girls causing the most problems. Well, being witnesses at the time, my mom contacted the society, wanting the girls to be placed in witness homes so they could grow learning about Jah. The society turned their back on my mom saying she should have "thought better before adopting the children" and "the society can't be burdened with these issues" and forbid my mother from asking any elder in any congregation for help!!
Fortunately this was a turning point in our lives. After much praying, some force answered our prayers. The children ended up going to two different LOVING Baptist families! This one mother is the NICEST lady, who maintains an open line of contact with our family to this day. This awakened me to the fact that the f*cking JW's weren't the only religion that [God/a force] was helping out.
