Or it could just be BS legislation that will only be used selectively when someone decides rather than really being any protection at all to people in general. Some of those like "being too jealous" really don't seem like they could ever be prosecuted in court as they are thought crimes.
I suspect the reporters description of the law (which they don't provide any reference to) is the thing that is flawed.

LMAO. I need some popcorn. All of these laws, no doubt, were written with men in mind. Of course, because women are sugar and spice. But pretty much all of these things I would say women do much more than men. It’s going to be turned around on women at some point, and that will be hilarious.
Its basically illegal to cheat. Good lord. Good lord.
