Would that just mean they have the authority to check/maintain smoke detectors in Kingdom Halls?

They may have had their own technicians trained to perform annual certifications at Halls and Bethels.
It would save them quite a bit of money over the years.
I sometimes wonder how people find things like this! At any rate, there's a phone number listed, someone could always call the guy.

Scroll to page 5. The description is "Companies authorized to provide city wide [sic] services to maintain & test smoke detectors"
So apparently, the Watchtower's construction people have their own techs to handle the smoke detectors at Bethel (and possibly also KHes).
Bethel does have their own system and guys. They have a recently revamped internal system. It's all new install ground up. Cost a bunch of $$ and lots of headaches to install. It's tied in with the security system which is also self-monitored.
I know the guy who had oversight on the entire job. It about killed him.
