    I wonder if the blood issue figures in at all. It's been a sore point with some governments and in the past the org leadership has had to trash some prepared some material on that topic, and then rewrite and reissue it later before it became common knowledge that they were on the verge of changing the blood policy.

    I said before and I'll say again. Whenever there's a hint of $$$ loss due to taxation issues or legal problems,,, this is where you really start seeing the Borganization saying and doing weird stuff.
