Lovable Me was baned until 2011!

If a person started a underground kingdomhall would that be allowed in a non-banned area?

Since you can ban the WT in most places but not JWs (yet) it seems fitting to start off grid unoffical halls. Autonomous units like most KHes are corporately. Except not directly connected to the WT. Any oppinions?
