Forum VS Active

What is the difference between the two? Why are some threads in forum but not in active?

All topics are in both - they are both views of the entire forum (all topics) but "Forum" is sorted by the date the topics were started whereas "Active" is sorted by the date the topics were last updated. Once you are on either view then the Started and Updated tabs in the top-right of the topic lists equate to the same thing.
The same sorting options are also available when viewing any subset of topics e.g. for a particular subject or for a user.
