How many were/are aware that the WTBTS uses color coded envelopes. ex-elders/elders please explain.

as I remember... when sending to Bethel a notice of disfellowshipping, we had special blue envelopes to use. They would then presumably all go to the one desk unopened.
I assumed it was in case somebody in the post room happened to know the victim, and might get a nasty surprise.
No doubt others can give more detailed info
