If you hear an alarm going off, call the police. Keep calling them until they turn up or the alarm goes off.
I've always wanted to do that, but with a bazooka...
Shoulda got a medal.
Car owner shoulda got a fine.
He might get arrested but if he was tried by a jury of his peers -people who also had to listen to the car alarm- he would never be convicted.

Its probably good that I don't own a gun. Those car alarms drive me nuts.
