Pete: It seems odd that a religious group who goes around recruiting new members with the intent to grow the congregation, bring in new members and supposedly save lives, would tear down a relatively new and larger building to install what looks to be a double wide mobile home, in disguise.

Russell's hopes and fears and dreams for 1914 were all tied up with his expectations for the establishment of the Jewish homeland. Everything about his doctrine revolved around that event.
Russel's 1914 "prophecy" had more to do with the anticipated Balfour Declaration than it had to do with any invisible arrival of Christ

reslight2: The only religion Russell believed in, however, was that of Jesus and his apostles, as revealed in the Bible. He did not believe in starting a new religion. Nevertheless, after Russell died, Rutherford rejected the message of the "ransom for all," "glad tidings of great joy that will be for all the people", and replaced it with a message that is almost the opposite of what Russell spent his life preaching and defending. The message of the JWs definitely does not come from Russell, but rather the basic message was developed by Rutherford, and, actually rejects the central message that Russell preached, that Christ died for all, and that all will be saved from Adamic death and come to a knowledge of Christ. The "8 million people 100 years later" who are now preaching a message of "join our organization or you may be eternally destroyed" are definitely not preaching the gospel message that Russell preached. Indeed, it is almost the opposite of what Russell taught.
Russell taught a Zionist doctrine. A dual covenant doctrine of salvation whereby all would be saved - Jew and Gentile alike. Jesus came for all. (but especially for Chuckie)

Rutherford changed that to a replacement theology*. Whereby the Jehovah's witnesses, his new and improved religion, would replace the Jews as God's chosen people. A Jew would have to convert to Rutherford's religion to qualify for salvation
*Rutherford didn't just replace the Jews themselves with his religion adherents, he also replaced their homeland. Jerusalem was re-located to California

- US JW-to-Population Ratio = 263
The article says 330, therefore most likely they've missed the last '0'.
- Therefore JWs in South Dakota is expected to be around = 3,290
Additionally it appears that the figure of 3,330 was actually obtained in the first place by doing the above calculation.
Two people have identified themselves as "serving where the need was great" in South Dakota.
Which indicates that the area had a lower population ratio of JWs than other places in the States. If the journalist did, indeed, just do a calculation based on numbers that extrapolates the SD JW population from the US JW population ratios, then it is likely too high.

Dropping off the last zero makes sense and it is the most likely that happened.
What I am interested in is - what kind of prefab building was erected? Why did the volunteers come from Oregon? Is there a prefab manufacturer out in Oregon with ties to the Org?
Who supplied the prefab building? (is that a portable modular building? where did it come from?)
Who released the press release to the newspaper? These kind of articles almost always show up when the JWs contact the press themselves. Is this article meant as some sort of advertisement for their "new" kind of building?

I actually can hear some of the JWs back in my home town saying exactly this kind of thing. They use the term "higher power" when they are speaking to outsiders. The first time I heard it I found it rather odd. I still do.

Yup. Jehovah's Witnesses are a "Lifestyle". I chalked it all up to new cultspeak duck and cover talk.
