By FOX 12 StaffThe Clackamas County Sheriff’s Office arrested Jeshua Drake, 43, on sexual abuse charges on Tuesday.
Deputies said Drake’s charges stem from incidents that happened over twenty years ago between 1991 and 1993 when he and the victim were both Jehovah's Witnesses from the Sandy congregation.
The Sandy Police Department believes there may be more victims.
Drake was indicted by a Clackamas County grand jury two weeks ago for three counts of first-degree sexual assault.
Anyone with information about Drake or potential victims should call the Sandy Police Department tip line at 503-489-2195.

National media attention of child sexual abuse within respected and influential institutions was first made during the 1980’s and has continued into the 21st Century. Civil litigation lawsuits have been filed against institutions such as archdioceses of the Roman Catholic Church, the Boy Scouts of America, the Mormon Church, the Watchtower Bible and Tract Society of New York, and USA Gymnastics.
Most news reports describe how victims were sexually abused; institutions’ or organizations’ responses to abuse allegations, such as covering up the abuse; award payments to victims; or the victim or abuser. In comparison, the news media wrote far fewer articles about how to change cultures in institutions, organizations, corporations, or in society to stop abuse or sexual harassment.
Recently the news media is reporting more about sexual harassment and abuse allegations by celebrities and politicians. Can child abuse and sexual harassment in the workplace be more effectively prevented?
One effective approach would be for cultures to change so that individuals are encouraged to report abuse or sexual harassment to local law enforcement to investigate instead of doing internal investigations. Better awareness training would help individuals decide sooner to file reports. Tougher penalties for colluding to cover-up criminal behavior would also help.
Grass root movements are forming to raise awareness of politicians and the news media about legislative ideas to reform statues to help prevent abusers from abusing more than one victim. One such movement is Stop Child Abuse! Advocates for Reform and Safety (SCAARS).
The SCAARS facebook page www.facebook.com/SCAARS.CA documents the efforts of a small group of advocates who are trying to reform California statutes to prevent child sexual abuse.
SCAARS.CA advocates are dedicated to reforming statutes to increase public safety by helping institutions prevent child sexual abuse (and other forms of abuse). Raising awareness about the adverse effects of "undue influence" and reforming statutes are key to helping change societal, institutional, organizational, and group cultures.
"Undue Influence" has been investigated by Mr. Steven Hassan, M. Ed., LMHC, NCC for over 35 years. Mr. Hassan developed the Behavioral, Information, Thought, and Emotional (BITE) control model to help identify what is "undue influence" and how to overcome its effects. Mr. Hassan's BITE model should be used to expand the legal definition of "undue influence" to include how individuals are manipulated with BITE control techniques in society, institutions, and groups.
"Undue influence" has been used in common law for generations, but has not been applied to California’s mandated reporting or civil litigation statutes. Its definition in probate statutes includes influence by person(s) in a position of authority by using deception, lying, coercion, physical threats, or violence to influence an individual to be taken advantage of by a perpetrator.
By expanding the definition of "undue influence" and reforming statutes to overcome its effects, child sexual abuse, child abuse, elder abuse, and other forms of abuse, such as sexual harassment or abuse, can be more effectively prevented.
Since the beginning of 2014, advocates, who later helped form SCAARS, contacted staff members of Congress about helping non-profit institutions prevent child sexual abuse by revising the Tax Code without success.
Starting in July 2017 advocates started contacting members of the California legislature to reform mandated reporting and civil litigation statutes. In a November 2017 meeting with legislative and committee staff members, a small measure of success was achieved when staff showed interest in 1 of 16 proposed legislative ideas. That meeting also inspired the creation of a legislative idea to reform the Evidence Code.
In January 2018 Senator Jackson's office submitted a legislative request to the California Office of the Legislative Counsel to write a draft bill to narrowly define clergy "penitent communication" privilege in Subsection 11166(d) of the Penal Code that was based on information in SCAARS' Fact Sheet 11. Hopefully, Senator Jackson will introduce the draft bill in the California Senate by February 16, 2018, to reform clergy "penitent communication" privilege in California's Penal, Evidence, and Welfare and Institution Codes.
The intention of the draft bill is to align California's statues with case law, increase public safety, prevent subverting of the criminal justice system, prevent abuse survivors from being re-traumatized in religious disciplinary meetings, prevent religious leaders from using "undue influence" to manipulate individuals and discourage reporting of abuse and neglect, and reduce court costs to overcome overly broad interpretations of clergy "penitent communication" privilege to shield a religion or clergy from not fulfilling their duty to report abuse and neglect.
If that draft bill is introduced, it will help advocates of SCAARS to influence legislative staff members and politicians to introduce additional bills in 2019 based on the other 15 fact sheets and a few more fact sheets that are being investigated.
Since 2018 is an election year, asking politicians to comment on how they would prevent child sexual abuse, child abuse, or sexual harassment and abuse would help voters make more informed decisions at the ballot box.

Muchos de sus exmiembros denunciaron incluso a la entidad religiosa por haber tapado estos escándalos y otros delitos tras juzgarlos de forma interna.
La plataforma The Truth and Transparency Foundation (Fundación de la Verdad y la Transparencia) ha iniciado un nuevo proyecto, llamado FaithLeaks, para difundir muchos de los documentos confidenciales relativos a los abusos a menores guardados bajo llave por los Testigos. En estos documentos se evidencia cómo las políticas internas para tratar los casos de abuso favorecían a los depredadores sexuales a expensas de las víctimas.
Este martes, FaithLeaks ha publicado 33 cartas y documentos internos que dejan al descubierto una serie de acusaciones de abusos sexuales contra miembros del culto religioso así como los esfuerzos realizados por éstos para encubrir los delitos y mantenerlo fuera de la "corte de la ley mundana".

Se muestra prudente, pero su "objetivo" es conseguir lo mismo que con MormonLeaks --también de su creación-- para desvelar los centenares de casos que se mantienen secretos.
Documentos de 1999 a 2012
La documentación más antigua hecha pública se remite a 1999 y guarda relación con las comunicaciones entre los líderes religiosos de diversas congregaciones con WatchTower, el nombre por el que se conoce la sede principal en Nueva York y que actúa como ente legal del culto religioso, sobre un caso en el que un padre abusó de sus dos hijas menores de edad.
Los ancianos de la congregación determinaron que las denuncias de ambas mujeres eran auténticas. Una de ellas alegó haber sido atada de la cama por su padre cuando tenía cinco años mientras éste le examinaba la vagina para encontrar signos de masturbación.
La otra denunciante, hermana de la primera, relató que su progenitor la había violado en repetidas ocasiones de los ocho a los doce años. Según su testimonio, el padre lloraba y rezaba junto a ella en la cama tras violarla.
Presiones para no denunciar
La carta de la congregación de los Testigos de Jehová de Brimfield, Massachusetts, a WatchTower considera que el relato de ambas niñas “es racional”, y que todo indica que se trata “de episodios reales”.
Pese a ello, los líderes de los Testigos decidieron no emprender acciones contra el padre ya que una de las denunciantes no quiso comparecer ante él durante el proceso judicial interno.
Los documentos también revelan que los líderes religiosos presionaron a una de las denunciantes y a su marido para que no llevaran el caso ante la justicia convencional.
“Me amenazaba con enterrarme a trozos”
En otro de los archivos incompletos, una de las víctimas relata cómo su padre la “amenazaba con desmembrarla” y “matarla” junto “a su madre y hermana”. Para enfatizar sus palabras la llevaba al bosque y le “mostraba dónde enterraría sus trozos” si confesaba los abusos. “Cuando era más pequeña me lo mostraba cortando los brazos y piernas a mis muñecas”.

El testimonio es estremecedor y muestra hasta qué punto los agresores también recurrían a la religión para asustar a sus víctimas: “Me leía Jueces 19 para justificarlo, alegando que tenía la aprobación de Jehová. Este capítulo de la Nueva Traducción Viviente, titulado En esos días, Israel no tenía rey, narra cómo un hombre ofrece a su hija a un grupo de depredadores para que la violen y posteriormente le corta el cuello en doce pedazos.
Reglas internas
Se desconoce el número de archivos secretos que aún están bajo posesión de Testigos de Jehová. De momento, los líderes del culto tampoco se han manifestado sobre estas recientes filtraciones.
Las revelaciones son congruentes con la forma de abordar los presuntos casos de abuso desde la entidad religiosa. Desde los tribunales que obligan a las víctimas a verse con su agresor o la necesidad de “dos testigos” para dar validez a una acusación aparecen en los documentos de FaithLeaks. Uno de los archivos explica la imposibilidad de continuar con la investigación porque los acusadores no tenían dos testigos de los crímenes en su contra.

i feel like these documents are finally the smoking gun we have all been hoping to expose the watchtower, and so far, the only mainstream news that i have seen pick it up is newsweek.. what will it take for the mainstream media pick this up and give it the attention it deserves?

FaithLeaks uses SecureDrop, an encrypted open-source system that is also used by media outlets including the New York Times and ProPublica. SecureDrop uses the anonymizing Tor network to facilitate submissions that leave no trace online. Founded by two former Mormons in November, FaithLeaks believes that “increased transparency within religious organizations results in fewer untruths, less corruption, and less abuse.”
The documents released this week span from 1999 to 2012, and they’re devastating. They include details about accusations by three women against one church member. The first case involves allegations made by the man’s adult daughter, who accused him of sexual and physical abuse that began when she was 5 years old. (Names have been redacted in all the FaithLeaks documents.) Another daughter and an unrelated woman later came forward to make abuse accusations against the same man; the second daughter said her father had begun to “fondle and touch” her at the age of 3, and began raping her at 8. Dozens of confidential documents apparently leaked from Jehovah’s Witnesses archives appeared online Tuesday, providing a rare window into how the religion’s child abuse policies favor accused sexual predators at the expense of the victims.
FaithLeaks, a group pushing for more transparency in religious organizations, posted the documents in tandem with a story published by Gizmodo.
The documents detail the accusations of two sisters who say they were sexually assaulted by their father when they were growing up in the Jehovah’s Witnesses religion. One says her father tied her down and molested her. The other says her father raped her repeatedly over a period of years.
Most of the 33 documents are letters between local leaders and the religion’s global headquarters in New York — The Watchtower Bible and Tract Society. They show how the alleged perpetrator was able to attend a congregation with one of his alleged victims, in violation of a restraining order, while leaders admonished a member for reporting the violation to police.
The Watchtower’s written policies direct leaders to keep sexual abuse allegations away from authorities and handle them internally, Reveal from the Center for Investigative Reporting has found.
While Reveal could not independently verify the new documents immediately, the details found in them are consistent with dozens of other documented cases. For example:
Face your accuser: Jehovah’s Witnesses elders establish their own tribunals to determine whether members accused of wrongdoing are guilty. Historically, accusers — even those who were still kids – had to confront their abusers face-to-face or else the elders would drop the matter. After being admonished in public hearings into their child abuse policies in Australia in 2015, Jehovah’s Witnesses officials say they have changed that policy. The new letters, which span the late 1990s and 2000s, indicate that elders held off disciplinary proceedings with the alleged abuser because one of his accusers did not want to face him.
The “two-witness rule”: Watchtower policy dictates that without a confession by the abuser or two witnesses to the crime, the elders in the congregation can not take action against the accused. The FaithLeaks documents show that the congregation’s response to the accusations against the alleged abuser was stalled because the accusers did not have two witnesses to the crimes against them.
Child abuse is a confidential matter: The Watchtower does not instruct elders to report child sexual abuse to police. A 2014 memo to elders in all U.S. congregations directs elders to maintain “strict confidentiality” and “avoid unnecessary entanglement with secular authorities” in matters of assault, rape, child abuse, and murder. The new documents provide no indication that the Watchtower reported abuse to police.
Repentance goes a long way: According to internal Watchtower documents obtained by Reveal, if a confessed child sexual abuser convinces elders that he feels remorse, he can remain in the congregation, even if that means weekly contact with his victim.

The police chief in charge of child protection says tens of thousands of British men have shown an interest in sexually abusing children.
Simon Bailey said investigators monitoring a single online chatroom in 2017 identified 4,000 men using it from the UK alone.
Bailey, the National Police Chiefs’ Council lead on child protection, estimated the number of men interested in sexually abusing children at more than 20,000. He said the figure was comparable to the number of current and former terrorism suspects.
He added that limited resources meant not all perpetrators could be tackled, with police forced to focus on the most dangerous offenders. “We are having to prioritise the threat,” he said. “Some lower-level offenders cannot be arrested and taken to court. There is just not the capacity.”
Bailey warned that a growing threat to children came from live streaming and said police wanted a fresh crackdown from tech companies on the use of platforms including Periscope, which is owned by Twitter, and Facebook Live.
