I am currently dealing with this issue myself. The renters across the street from my house are pitiful!! They have 2 dogs that are kept in outdoor kennels all day and they are basically ignored by the owners unless they are screaming at them to shut up. The dogs bark and whine all hours of the night. Also, they have an old truck that they rev up (it is really loud) and just drive it around the block revving away. They also carry their fights outside and scream awful things to each other.
Our neighborhood is sick of it, so we have banded together and make nuisance calls to the police whenever there is a loud disturbance. It is working. The police are going to take it to the city council and the district attorneys office to see if the neighborhood can have them evicted for public nuisance. They have pages of calls that the neighborhood has made to the police, so proving this issue is no problem. The landlord seemed uninterested in moving them out, he probably just wants the money, but now since the neighborhood and police are putting pressure on him, there are rumors that he will not renew their lease.
Maybe you could talk with your neighbors and a police officer in your area and see what you can do. Remember police are people too. They undrstand the fact that working people don't want to be kept up all night by dogs barking, people screaming and engines being run loudly. The city council and district attorneys understand what it does to property values as well. I live in an area that is growing, so they want to attract people to the area, not scare them away.
