suffern the nonprofit organization behind the jehovahs witnesses has purchased an apartment complex in the village with plans to use it as temporary housing for members while they work to build a massive new headquarters in nearby warwick, orange county.. the sale of the 48-unit suffern commons at 10-12 chestnut st. closed last week, a spokesman for the watchtower society told the journal news.. the deal forces families in the three-story building to quickly find alternative housing and could mean a loss to the village of $56,000 in annual property taxes if the new owner secures a religious tax exemption which it is interested in, spokesman richard devine said.. before the sale was confirmed, tenants spent the past few weeks anxiously trying to figure out why some of them received notices to vacate by june 30. others who had signed one-year leases or didnt know when their leases were up, like terri fosina-friedman, also have prepared to move.. but the painful process and lack of information from their landlord and the new owner has angered many residents, fosina-friedman said.. im just happy that i got it settled and i got another place to live and my son can stay in the school district, she said.. the watchtower society, the brooklyn-based organization that establishes doctrine for millions of jehovahs witnesses around the world, intends to honor tenants existing leases at suffern commons, devine said.

Suffern's transit-oriented revival attracts investors
The recent $11 million sale of a 48-unit apartment complex on Chestnut Street shows investors' optimism about Suffern's future, said Paul Adler, chief strategy officer of the Rand Commercial real estate firm.
"We've got an unprecedented price in Rockland County," said Adler, as he spoke about the deal during the 2018 annual commercial real estate forum. "Suffern is in the vanguard of making TOD happen."
The sale was one of the most expensive real estate transactions in Rockland in 2017; the top was the $30 million sale of the former Novartis campus, also in Suffern.
In 2013, the three-story complex, then called Suffern Commons, was sold for $9.2 million to Watchtower Bible and Tract Society of New York, a religious organization that supports members of Jehovah's Witness. Watchtower used the complex as temporary housing for members while building a new headquarters in nearby Warwick in Orange County.
The massive headquarters project has been completed, and the religious organization put the apartment complex up for sale last year. Ethel 1 Suffern LLC, whose address is in care of Moses & Singer, a Manhattan law firm, scooped up the property for $11 million in an auction-style bidding process.
The new owner spruced up the property and started leasing in December. The complex includes three styles of two-bedroom apartments, currently offering one month of free rent. Rent starts at $2,100 a month.
Rick Weisman, a Rand Commercial real estate agent who manages the apartment complex, now called Chestnut Manor, declined to reveal who's behind Ethel 1 Suffern LLC. But he said the owner is an investor who has multiple investment properties.

It will make quite a splash. That's a literal statement, not marketing hype.
Vincent Viola plans to build an indoor swimming pool at his Brooklyn Heights Watchtower residential redevelopment project.
An application for a permit to excavate a pool in the cellar of 124 Columbia Heights popped up recently in city Buildings Department records.
Viola, a billionaire who owns the Florida Panthers hockey team, bought the dormitory building from the Jehovah's Witnesses for $105 million in 2016, city Finance Department records indicate.
The 10-story property, which is located within the boundaries of the Brooklyn Heights Historic District, faces the famous Promenade. The building has views of the Brooklyn Bridge, the skyscrapers of Lower Manhattan and the Statue of Liberty.
The religious organization sold 124 Columbia Heights to Viola during its multi-year campaign to liquidate its enormous Brooklyn Heights and DUMBO real estate portfolio.
The property sell-off is now in its final phase. It was prompted by the Watchtower's decision to relocate its world headquarters from nearby 25-30 Columbia Heights to the town of Warwick in upstate New York.
Last summer Viola received the city Landmarks Preservation Commission's approval to put an elevator bulkhead on the roof of 124 Columbia Heights. The elevator will be used to move cars in and out of a parking garage that's being constructed inside the rebuilding.
He's remodeling 124 Columbia Heights so there will be 101 apartments, Buildings Department records indicate. When the Jehovah's Witnesses owned it, there were 237 dorms in it.

The prosecutor of Angarsk sent to the city court a lawsuit with the request to return to state ownership a building and parcel of land previously belonging to a local religious organization of the Jehovah's Witnesses, which are banned in Russia, the prosecutor's office for Irkutsk oblast reported on Thursday.
"In 2017, by a decision of the Russian Supreme Court, the religious organization 'Administrative Center of Jehovah's Witnesses in Russia' was liquidated along with the local religious organizations belonging to its structure. The property of the liquidated organization reverted to the ownership of the Russian federation on the basis of article 9 of the federal law "On combating extremist activity," the oversight agency recalled.
According to information from the prosecutor's office, the Angarsk local religious organization of Jehovah's Witnesses had transferred the building and land in Angarsk, where worship services were conducted, to the ownership of Jehovah's Witnesses in Spain, on the basis of a donation agreement, before the adoption of the aforesaid judicial decision.
"The donation agreement was concluded not for socially useful purposes, as required by civil legislation, but with the goal of avoiding the loss of this property by reason of its reversion to the ownership of the RF. At the same time, the immovable property has remained in the effective ownership of the Angarsk local religious organization of Jehovah's Witnesses on the basis of a contract for its use without charge," the report notes.
Therefore the prosecutor of Angarsk asks the court to rule the donation agreement to be invalid and to turn over the building and land of the Jehovah's Witnesses in the city to ownership by the Russian federation. (tr. by PDS, posted 30 January 2018)
