I am with you. First Revelation 20:5 says: The rest of the dead did not come to life until the 1,000 years were ended.
And then as you pointed out the order of events is verse 10: Satan is hurled into the lake of fire. And then verses 11-15 tell what happens next: The dead are judged individually and each of them is said to stand before the throne and each then receives a judgement according to their previous deeds.
This is very logic.
During the 1000 years occurs no resurrection. Instead the population increases by childbearing. Jesus also told that the resurrected will not marry. So it would be strange if some can marry and some can not.
Also at the end of the 1000 years Satan will be able to get a lot of followers. And they will after that be wiped out. So who would fill that space that will be left after them? Will people again reproduce, and how would these new people be tested?
No, instead the Bible says that after those rebels are wiped out, after the end of the 1000 years, the resureection of the worthy of life will happen. So those will fill the void that will be left by the rebels who followed Satan.
