Thanks Everyone I will retype Freddo's letter and give it to my Friend to pass on. I really hope this is resoved properly, but from what I have been told about the Sister involved is she single without any other family in the org, she is somewhat meek and will be reluctant to make a fuss. If I can influence her to pursue this I will.

This is the UK although the sister is fully comp, a driver has to be named on a policy to be fully covered under the terms of the policy. Another driver will have only limited cover if they drive someone elses car which is why the brother although fully comp on his own car was only third party, fire and theft when driving the sisters car.
Unfortunately the sister is a good christian and wouldn't lie to her insurance company about who was driving.
Even had she been covered there would still have been excess to pay, this is usually recovered from the person at fault and he made no attempt to offer to pay it.

To tell my parents or not to tell my parents...unfortunately that is a question

first off, a little background info.
i am an only child and my parents, in addition to quite difficult circumstances we've all experienced, both personally and as a family while i was growing up, remain devout.

The fact that you are having trouble sleeping would indicate that your instincts tell you to do something rather than nothing. I agree that sending an invitation and leaving it up to them to decide would be a good gesture. It might be worth saying in the letter that you appreciate that they may not feel able to attend the ceremony and reception but if they would like to meet with you and you intended privately you would appreciate it.That way you have shown respect for their wishes. It may be that they would be uncomfortable attending the wedding as people there would be aware of the awkward relationship between you but by offering a private meeting with you and your fiancee it offers them the olive branch in a non threatening way.
In the event they may not respond at all but if the invite makes clear the lines of communication are always open your end then they will still feel in control. Make sure you notify them of pregnancies and births, change of addresses and significant events in your life. Remember JWs call frequently on the same doors because they never know when circumstances will change and people will be open to new ideas. The same applies to them. Even do not calls get an annual visit so apply the same principles to them.
It is sad that they are so concerned with how others see them and not breaking the rules they fail to appreciate what joys a relationship with you will bring. Remember no one says on their deathbed "I wish I'd spent more time at work" regrets always relate to spending more time with loved ones. Lets hope they appreciate that before it is too late.

Thank you all for your input. In answer to some of the specifics -
Yes there were eye witnesses but not the sort who would be happy to make a stink.
The elder concerned is best friends with the CBOE and has been appointed his nominal "deputy".
The sister concerned has an elder who is assisting her and he has given some pretty solid advice so far.
The elder concerned makes a big issue of how simple his life is, how much he does on the service and how people shouldn't pay so much attention to material things. I can see him throwing the Blondie card.

The way I see it is that if she had asked him to move the car then she would be equally culpable but as he insisted on moving the car himself he is responsible. Morally she is in the right and he is in the wrong but as an elder he can play the gifts in men card.

I would be interested in your opinion of the following:
A friend told me about an incident that had happened in a neighbouring congregation. She told me that a sister from the congregation needed to get back to work after a meeting but discovered that she was boxed in. She asked an elder to ask if the people boxing her in could move their car. Instead the Elder stated that he could get her out of the tight spot took her keys and jumped in the drivers seat. Unfortunately he had grossly overestimated his abiliites and he scraped her car against a wall causing significant damage. Rather than hang around he went back into the hall leaving the sister shocked and surprised.
At the next meeting he admitted that it was a foolish thing to do and asked her if she was insured implying that she should make arrangements to sort it out. No offer to pay and no acknowledgement that it might cost her more on her insurance. When the sister made enquiries her insurance company told her that they were not interested since she hadn't been driving, they also told her that his insurance would only cover him third party fire and theft so he couldn't claim through them in any case.
As a next move she got a quote from a local garage and was told it would take several days to carry out repairs. At the next meeting the sister explained that insurance would not pay for repairs and gave the quote to the elder who just took it and walked away. When she presed him about it later he said "You weren't expecting me to pay for this were you?" She assured him she was. His response to that was that he didn't have the money and he might make a small contribution but certainly had no intention of paying for the damage.
She is considering the Matthew route but has little hope of success. In the beginning she had been reluctant to approach the elder concerned because she hates confrontation. My friend told me that had the elder spoken to the sister in a humble way and said that money was tight she would probably have let it go but now she is angry and upset.
Money is tight for everyone but I know that if I damaged someone elses car I would be desperate to make amends and wouldn't be waiting for someone to approach me and ask for the money. Anyone any ideas that would guarantee success.
