The Watchtower Bible society leadership over extends the scripture at 2 Corinthians 13:1 (read it) and the two witness rule is selectively enforced with prejudice and favoritism.
Example-If a favorite ministerial servant assaults me they will require that I present two witnesses to the act.If I do the same they won't require it from him.
This two witness protocol permeates everything at the kingdom from pedophile crimes to gossip backstabbing.
Moreover-The agonized victims are told to 'leave the matter in Jehovah's hands' 'wait on Jehovah' because 'any day we are going to be in the righteous new system'. So villain perpetrators continue to carry on in this festering enviroment.The victim is made to look like an unforgving discontent.
This is another element that makes crimes unique in the Jehovah's Witnesses the issue of their apocalyptic dogma,any day it will all end and you will be in paradise.

The Watchtower knows they are guilty and have been ramping up for possible lawsuits years ahead.
I have been out since 1992,but I do remember the 1988 BOE letter regarding 'legal clarification' back then I was in the clique at the Rockland Massachusetts Kingdom hall and it was revealed to me that "the elders have to be very careful what they say as the [quote]" society is being bombarded with lawsuits." [unquote]
The congregation overseer would sleazy 'mealy-mouth' always framing statements in the form of a question like a jeopardy game show contestant.This was so to diminish his accountability by not being able to pin him down on anything specific.
They are evil and know exactly what they are doing when they screw you over ahead of time and get all lawyer-ed up for it.I always wondered about all the constant chatter back in the 80's 90's on the supposed evil apostates nipping at the societys heels filing all kinds of lawsuits.

Sexual Abuse Within the Jehovah's Witnesses
Due to church policy, sexual abuse is often ignored, and should an allegation be made, it is often either covered up or decried as unfounded. The Jehovah's Witnesses practice what is known as a " two witness" rule - which is allegedly used to help work against the possibility of a false accusation. This rule is said to be based off the group's interpretation of Deuteronomy 19:15 and 1 Timothy 5:19; it requires that an accusation of sexual abuse to be backed by at least two witnesses. One of the witnesses may be from DNA or other scientific evidence.
If there is only one witness, however, the accused is to be placed under careful monitoring. They also might lose some of their privileges; however, no other steps are taken. Due to such policies as this, there have been many accusations over the years that the group has taken place into an elaborate cover-up of all sexual predators. By mainly dealing with the accusations internally, they rarely turn over a sexual offender to law enforcement. This not only leaves victims vulnerable - it leaves the offender unpunished and essentially free to abuse again."
