An alternative explanation: I interpret it literally. I believe the arrival of the two witnesses lies in the future. Their public ministry is to last three and a half years. Under no circumstances should one follow them around. There are indications that that could be a dangerous pursuit. Eventually they are to be killed. Their message will make them very unpopular with the authorities. Also, they will be able to work miracles (Rev. 11:3-8). This might be confused with the return of the Christ. Matthew (24:23-27) therefore warns not to chase after such sightings. It could cost you your life (cf. Luke 17:22, 23).

Enoughisenough, don’t know whether this will help. According to this German dictionary, John’s resurrection and Matthew’s judgment is not the same thing. The context differs. Bottom line, the Society's 1914 beliefs do not make sense. Jesus will only start his 1000 year reign when Satan is bound (Rev. 20:3, 4):
Resurrection (John)
"The juxtaposition of "resurrection to life" and "resurrection to judgment" in John 5:29 speaks of the eschatological resurrection of all who are in the grave and the eschatological judgment by the Son of Man. Since there is a certain tension between this and the realized eschatology asserted in vv. 24f., it is often judged to be an interpolation (by the author or a redactor). However, future eschatology is to be found also in the speech about bread in John 6 (also in interpolations?) where ἀνίστημι (used trans.) clearly denotes Jesus as the originator of eschatological resurrection: "I will raise him up at the last day" (6:40, 44, 54, cf. v. 39). In 11:24 Martha understands Jesus' promise of resurrection for Lazarus in an eschatological sense: "he will rise again in the resurrection [figura etymologica] at the last day." Judgment (Matthew)
Difference here is that those in Tyre, Sidon, Nineveh, Sodom and the Queen of Sheba were ignorant, whereas the religious leaders were not.
"Jesus' statements regarding those who refuse his message of salvation speak of the eschatological judgment ("the day of judgment"). Such people have a greater responsibility than the prototypical places of sin and Gentile cities (Sodom, etc.) and than the queen of the South (Matt 10:15; 11:22 par. Enoughisenough, good question. In the end each one must examine the evidence and decide for himself. Hopefully we'll soon find out. Here's the relevant scriptures:
Set day, man appointed to judge: Acts 17:31 = 1000 years (Rev. 20:3, 4) Kings/priests to judge 1000 years.
Judgment Day: Matt. 10:15; 11:22; 11:24; 12:36 = 1000 years (?)
Each to render an account: Rom 14:12 (Rev. 20:12, 13) (?)
Resurrect him in the last day: John 6:39, 40, 44, 54; 7:37; 11:24; 12:48 = 1000 years (?)
Note, "judgment day" occurs only in Matthew, each time in a similar context. John uses the "last day," also in the same context. Only one I am sure of, is the first, Acts 17:31. This fits in with Rev. 20:3, 4. Really not sure about the rest. Daniel will be resurrected "at the end of days," when our history stops and the new history begins, probably at the beginning of the 1000 years (Dan. 12:13).

What might solve your problem is if there are two resurrections. Here's my understanding of the resurrection:
1) First resurrection: The first resurrection, also referred to as the “earlier resurrection” (cf. Phil. 3:10, 11 Roth), is an important chronological marker (1 Cor. 15:51-53; 1 Thes. 4:15-17; Rev. 6:11; 11:1, 14, 15, 18; 20:4-6). It will be initiated in the time of the seventh and last trumpet (Rev. 11:15, 18). Next in line are the two witnesses who are publically resurrected (Rev. 9:11; 11:3, 11, 12). Last group is to be caught up in the air during Jesus’ Second Coming. They will have no advantage over those resurrected earlier. Although the time frame for their ascent will differ, they will receive the same reward (Matt. 24:29-31; 1 Thes. 4:15-17 CSBO).
2) Second resurrection: This is to take place during the Millennium (Dan. 12:13; John 5:28, 29; Acts 24:15; Rev. 20:11-14). Rev. 20:5a is out of place here and appears to be a later insertion. The verse is omitted by various MSS (NA28 Apparatus). Jesus referred to judgment and resurrection “in the last day.” This must refer to the Millennium, which forms part of the Lord’s Day (John 6:44; 12:48; 2 Cor. 15:23-28; Rev. 1:10; cf. 2 Pet. 3:8). -

Their explanation is seriously flawed. The new covenant is concluded with God's new nation, called the Israel of God (Hebr. 8:8, 9; cf. Jer. 31:31). Now, who is the Israel of God? According to them it's the 144,000. But according to the following scriptures, the 144,000 make up only part of Israel.
15 For neither is circumcision anything nor is uncircumcision, but a new creation [is something].
16 And all those who will walk orderly by this rule of conduct, upon them be peace and mercy, even upon the Israel of God. (Gal. 6:15, 16 NWT)Everybody must follow this "rule of conduct."
And I heard the number of those who were sealed, a hundred and forty-four thousand, sealed out of every tribe of the sons of Israel, (Rev. 7:4 NWT)
The 144,000 come from Israel. Who then, is the twelve tribes of Israel? Must be the whole congregation ("church").
Jesus said to them, Truly I say to YOU, In the re-creation, when the Son of man sits down upon his glorious throne, YOU who have followed me will also yourselves sit upon twelve thrones, judging the twelve tribes of Israel. (Matt. 19:28 NWT)
They will govern the twelve tribes of Israel. 1) They cannot be Israel and govern over Israel in this instance. 2) The new covenant involves all Israel and not only the 144,000. 3) This is a permanent covenant which will carry on even after the 144,000 have been recalled to heaven.
Where's Scholar when you need him? I would dearly love to hear his explanation.
