As usual with many other subjects, the WT speaker makes no attempt to explain or show why the hailstones in the verse equate with a "message." This is just one of those things that "we know."
The closest thing to a post Babylon the Great message in Revelation is Rev 19:5-8. But there is only praise to God mentioned there.
important note: i am not a theist and this is all meaningless of course from an atheist perspective, but this critique is written from a theistic perspective for those who are interested in picking apart jw theology or are still religious.

How do we know this? Just because it is not explicitly stated that they have this ability does not mean they don’t. Again, we have pure speculation. An argument from ignorance. An assumption about something we do not have the facts to confirm or disconfirm. If Jesus can do it and he is just an angel too, why can’t Satan? Is this a skill all spirit beings naturally have, or was it a special skill God gave only to Jesus? The Bible doesn’t say. If Satan can influence a person’s thinking then it stands to reason he can also read their thinking… who is to say this telepathic process is only one-way? If he can put thoughts into their head, why can’t he take them out?This was an interesting part of this WT study. As you mention, the point is made via an argument from silence. One of the things very interesting to me is the fact that humans themselves have shown some ability to "read minds." A lie detector is one such example.

what i'm about to describe may have some bearing on the question of motives in the organization and the degree to which the governing body or the high-ranking men beneath them are self-aware.
a few months before the organization began teaching that the faithful slave meant the governing body and not the 144,000, so around early 2013, a circuit overseer visited one of the congregations where i was gathering data.
he introduced this teaching subtly in two of his three talks (the extra midweek meeting, the midweek meeting, and the weekend meeting).
With regard to the WT introducing the new F&DS belief (that the GB is it) here is a short clip showing how to introduce new ideas. And here: here is the WT article that presented the new F&DS dogma. Note how the first 2 paragraphs are used to transition the (captive) audience to make them ready for the idea.
