The home secretary told the BBC she wanted to correct one of the "biggest national scandals".
Suella Braverman is expected to set out more details in the coming days.
In its final report last October, the IICSA called the scale of abuse in England and Wales "horrific and deeply disturbing".
Around 7,000 victims of abuse provided testimonies to the seven-year inquiry, which was set up in the wake of the Jimmy Savile scandal.
It recommended prosecutions for anyone working with children who failed to report indications of sexual abuse.
'Turned a blind eye'
Ms Braverman told the BBC's Sunday with Laura Kuenssberg show that in towns around the country, "vulnerable white girls living in troubled circumstances have been abused, drugged, raped, and exploited" by networks of gangs of rapists, which she said were "overwhelmingly" made up of British-Pakistani males.
"Some councillors, senior politicians, in Labour-run areas over a period of years absolutely failed to take action because of cultural sensitivities, not wanting to come across as racist, not wanting to call out people along ethnic lines.
"The authorities aware of these problems have turned a blind eye and roundly failed to take the right action," she said.
She said she was just being honest - but Labour's Tracy Brabin, mayor of West Yorkshire, called it a "dog whistle".
Labour's shadow levelling-up secretary Lisa Nandy said that in the cases of Rochdale and Rotherham, "the reports were clear there were politicians and officers who didn't report sometimes for fear of political correctness".
But she said: "The home secretary is an absolute joke to talk about turning a wilful blind eye, near complicit silence, and lack of action. She's basically describing herself."
Ms Nandy said the number of convictions for child sexual exploitation had halved in the last four years. "People are waiting nearly two years on average just to get to court... there's no excuse for any more delays and inaction," she said.
She said she had been calling for mandatory reporting for 20 years, and further criticised the government for consulting on its plans before adopting them. Ms Braverman "needs to come forward with actual measures to keep children safe in this country", Ms Nandy said.
In an article written for the Mail on Sunday, Ms Braverman said she had "committed to introduce mandatory reporting across the whole of England".
She referred to widespread abuse which plagued Rotherham for years - and wrote that crimes like abuse "create such a burning sense of injustice among the public" if they went unpunished.
The "overwhelming majority" of safeguarding professionals, such as teachers and social workers, saw it as their "duty" to report signs of such offences, Ms Braverman wrote.
But she said ministers had to take a tougher approach, to make sure that those who failed in their responsibilities faced the "full force of the law".
She promised Prime Minister Rishi Sunak would set out further measures on Monday.
The NSPCC said the plan to legally compel people to report abuse was a "step in the right direction", but that more work was needed in order to improve the understanding of who was at risk.
It also said there needed to be an "overhaul" of support for those already suffering the consequences of abuse.
The shadow home secretary Yvette Cooper said Labour had called for such a policy for a decade and that ministers needed to set a timetable for when it would be implemented.
The Liberal Democrats welcomed the move, but said the government must now clear the record backlog of cases in courts.

The SNP have failed the Scottish people far worse than the tories have made a mess of the UK.

You say he’s finished but I don’t see that at all. His Patreon is still at a level that can sustain him and one or two employees for the foreseeable future.
You say he can never cover abuse stories again but I don’t see that either. He is just biding his time and building back slowly. I am sure he plans to get O’Donnell and others back on board at some point. He went to the meeting in the UK parliament about the commission on abuse and made a video about it. He has no intention of leaving it alone.
The major problem for LE as I see it is that he now hates the subject of JWs and he is lazy. But he wants the money, so what can he do? Gradually rebuild his band of volunteers to do the work for him and keep as much of the Patreon money for himself as possible. He has an ongoing internal battle between greed and boredom, which may ultimately be determined by whether or not he is able to co-opt others to do the work for him.
People’s interest in the topic comes and goes and that’s okay, but the drama is far from over.I think he is always going to have members of the exJW community have a go at him, rightly so, for the whole sex scandal thing and thus his content will never grow. I forsee exactly as you say, boredom and he will move on.
His attitude to what he did is now captured permanently on the internet and therefore content creation will become impossible to sustain him long term.
I think the "drama" is over because nothing will happen bar he will be tarnished with that brush of using sex workers whilst advocating against CSA and that's it.

You are insulting a lot of people who have terribly suffered from Lloyd's behaviour like we are here to discuss the frivolous colour of his hair. Get back to the sewage and tell your leader we will never stop denouncing his behaviour no matter how many disciples he may send here
Your childish posting with insults is not very mature and looks bad on you. I've posted a lot about LE for years and like many others have very similar views to most that he is one of the worst people ever. He is narcissistic, a bully, a tyrant and has many personality faults.
I'm just trying to post my view, my opinion, as in that is what you do on a forum, that for some attacking LE at every opportunity is not healthy. I attacked him on here for years, especially with what happened last year but I've reached the point he is done and I've noted it is better for me.
Might be for others too. No harm in saying that but your reply is like a kid in the playground, you clearly lack ability to converse and discuss at an adult level. Probably best you take your own advice about a sewer.

I think it very plausible that he is facing health issues, possibly something terminal. Not at all unusual for a person of his age.
Well he would not be removed though, all other ill GB members stay on til death even if they do no duties, they can still be on the GB and have their experience. Whilst he may have health issues I can't see that being the reason for no longer being on the GB nor the very small formal announcement without the words around his service.

I seemed to have ruffled a few feathers on my view on this thread.
Didn't mean to say black or white views.
But I find it a bit sad people have left the JW's and come here in this thread that has 813 pages on a daily basis a year after the incident.
Does he deserve your attention so much still?
I came here every day for months after the incident because it was more important.
Now it is less so for me. He is finished, he can never tackle in any serious way sex abuse and the WT again. His Patron and support have dropped by more than half.
He is putting out poor content and seems more interested in his new life.
Do I need to know about blonde hair? No, I don't care.
I wish the exJW community can simpl moves on from Lloyd and help others out.
Visiting a 813 page thread on an incident a year ago about a narcissistic man, to me is not required.
If it is for you fill your boots but at some point I suggest move on from all things LE and you may find, like others it is beneficial to do so.
Enjoy your life free from all things JW when you are ready.
