COMMISSION ON HUMAN RIGHTS
Fifty-eighth session
Item 17 of the provisional agenda
PROMOTION AND PROTECTION OF HUMAN RIGHTS
Human rights and human responsibilities
(Abridged)
This document begins with a brief introduction in which the author describes the
proceedings in the Sub-Commission on the Promotion and Protection of Human Rights, as well
as in the Commission itself and in the Economic and Social Council, which led to his
appointment as Special Rapporteur entrusted with the task of preparing the study requested
(Council decision 2001/285 of 24 July 2001).
(Abridged)
34. The foregoing does not, of course, rule out the possibility that in due course some of
those duties and certain of those responsibilities may also be established and regulated as formal
legal obligations, applicable not only from the standpoint of equity, ethics, justice or morality,
but also under the positive law of the country concerned, as standards created in the internal
order, or by obligations contracted at the international level.
C. Reason for attempting to define formally the duties (or responsibilities)
of individuals towards the community in which they live and towards
other members of that community

53 All references to Holy Scripture in the Spanish original are taken from the Traducción del
Nuevo Mundo de las Sagradas Escrituras (Watchtower Bible and Tract Society of New York,
Brooklyn, 1967). See the books of Isaiah, Jeremiah and Hosea.
It was a matter of fact that the Watchtower affiliated with the UN DPI as an NGO for political reasons. The Governing Body was seeking to use the UN to do it's political work.
It's a matter of public record.
