Why did they feel they had to write this?
A few years ago I heard that in some developing countries where citizens didn't have plumbing or waste processing facilities, many people would do their business, tie it up in a bag, and simply throw it away as far as they could - resulting in a very unique meaning to the words, "Heads up!"

New Bethelites used to attend a class after the Monday night WT study that was basically an orientation to Bethel.
In the textbook/guidebook, Bethelites are instructed on how to flush the toilet thoroughly. I guess in the group bathrooms, older Bethelites did not like coming into the stall and finding a floater.

The Watchtower and Awake would be very useful in an outhouse...tear off a page... crumple it up, roll it around between the palms making it soft and plyable...just right for what's needed...

Most new Bethelites are young men about 19. Have grown up with several younger brothers, I can say that they had to be reminded yet at 19 from time to time (how to hit the pot too when p**ing). But being the rigid people the WTS is, even when older people in their late 20's etc started being "called" they too had to go through the same material. If you think there are rules in the congregation, there are even more rules at Bethel. Every time a problem crops up, a new rule gets added. My goodness, Brother Knorr used to instruct the Bethel brothers how to urinate without getting a erection. (pardon my bluntness, but it has been mentioned on JWD before).

It's because they are loosing recruits in more developed countries and are basically writing for people in places like India, Africa Latin America, etc. Places that still have indiginous people who have no access to toilets.
