Yes, I`m afraid your thinking is right. Human common sense and logic is not asked. Normally, seen from a view of a sound mind, the elders had to warn their "sheep" before all eventualities that can endanger life (e.g.: a 70-years old JW, sitting many hours at 105°F in an assembly without drinking enough water is in a high risk to collapse or suffer under venous thrombosis). But it seems, this is not so important..;-(
Same problem if there is a flu epidemy. (Even a simple influenza-like infection can be dangerous, if denied many times)

That would be goo if they asked a judge to nallow them to go dooor-to-door in an flu pandemic,would they be showing concern towards others.
