The big difference between this and what we already knew is that it was put together by religious and legal experts who actually know what they are doing. Its easy for us to sit here and go on and on about liability on the part of the WTS but it is another thing to actually articulate it into a meaningful document that is useful to the legal system.

I agree...how is this different? How is this going to affect the rank & file JW (who will probably never even hear about this!)
And are we to expect the minions who've been affected by the blood issue to file lawsuits (some years after the fact).
Call me a pessimist, but I don't see this as big news.

I think what will determine the "bigness" of the news is the effects it may (or may not) have in the courts and with legislators.
We'll have to wait and see.
