The Governing Body, for the most part.
The Society challenges the Catholic Church for instituting the Papal earthly mediator because they have made a man achieve God-like reverence and awe. How can the same principle not apply to the Governing Body?
Governing Body claims to be flawed don't detract from their deified position in relation to the congregation publishers. Many false Gods admit to flaws.
But I think it can be narrowed even further. Theodore Jaracz hand picked the recent additions to the GB. Their god is Ted Jaracz, thus Theo-cracy. Rule by Theo.
