  I don't really think it is a directive either, bonnzo. But giving their use of this verse the benefit of the doubt it still isn't supposed to be done privately if the scripture says "openly".

  True that Christians are under the inspiration and guidance of the Paraclete (Holy Spirit) that guides them in all the truth and never depend on a "channel" of God like the FDS. God operates directly on his people and has no need for anyone to act as an intermediary to give out new light.
