Have you noticed nobody ever 'fails' at the Gilead 'school,' but if some flunk the course, they are sent back to their 'home' territory. It is hoped they will cause minimal damage if they return to where they came from.
It doesn't happen very often, of course, because of the heavy pre-admission screening that goes on (have you seen the multiple forms that applicants have to complete before being accepted?). But then, the Firm is investing real money in these guys and gals, unlike, say, appointing elders, which only needs a rubber stamp and some holy spirit™...
So, it's probably worth checking if the guy sent to North America is a US citizen, and if the guy sent to Canada is a Canadian citizen. If so, their credentials are likely to be highly dubious!
