I remember two yeasr ago, a Self-righteous elder's son told me that one of my friends (who was inactive for about 6 months) dissasociated himself by default because he was inactive. That statement made me very angry but it conveys the general views of most people.

They arent counted in the report, but I think if the slow down in converts continues the society might find a way to justify them being in the count.
The new 15 minute publishers were a transparent attempt to boost the numbers artificially. I think inactive people are next.

Further reflection on the scripture at (insert scripture here) shows that even ones who do not regularly report time should be counted as publishers of the Good News?
