'Wee' (meaning 'small') has been used throughout Scotland for centuries, and by the look of the terraced apartments in the background, I'd say it's a fair bet that the pic was taken somewhere in either Glasgow or Edinburgh.
(I'm Scottish, can you tell? lol)
