One BOE would hand out names of inactive to be called on by elders...who did not call on them but said they did...drive by visits
Brother One: Do you see their car? (there's a closed garage)
Brother Two: No, they must not be home.
They keep driving.

Yes............we used to meet for service, both congregations that used the KH, at the same time and worked each other's territory. It was really nice for making up car groups, especially when there was a small turnout. The CO we had at the time, had reshuffled the congregations to balance the numbers and elders and pioneers, and had told us we could still all work together as one congregation that happened to have two sets of meeting times. He was an older CO.
The new CO came around, about two years later, and killed that nice arrangement. He was horrified that we had been doing something so clearly NOT ALLOWED.
It's hard for me to imagine 'fudging' the numbers--I grew up with my dad being so conscientious about the numbers in the field service reports...I learned to operate a big old fashioned adding machine very early...and a running commentary between us about the figures: "Uh, oh, Bro M's down a couple hours this month. Didn't he have the flu?" "Wow, Sis G got 18 hours this month!" "I wonder how old Sis L places so many magazines?" I was absolutely naive...never even considered that someone might not be honest. If Dad suspected, he never let on.
Makes me remember good old days of thinking everyone in my world was sincere...

I will give you an example that has happened many a time... Sis or Bro will give their time but I loose the paper its written on.. I call them up and they give it to me again. Later I find the original paper with the original report on it and its completely different for that same month. My conclusion: They aren't being honest with what they did. Its happened way to many times and often with the same people to be a fluke thing.
xbhere that is so true. Lots of times I would totally forget to turn in my time. I know I know what a loser! When the secy would catch up with me, usually just before the CO visit, I would look at my PR card and average my time for the missing months to make sure nothing looked odd.
whenever you call someone up to give you their time and it doesn't take them a minute or so to look for it you know they're making it up as they speak.
Most people who turn in their time fudge the numbers and when I was Secretary, I ALWAYS got people turning in time from the month before, forgetting that they told me over the phone what they did for hours. So you're right. Who cares?? They lie about it anyway. When I had the publisher that never returned their call to me for their late report, I would mark something somewhat consistent with their previous numbers before the CO's visit so that everything could be handed to him on time.

Did the same Minimus....the WT's whole report every year that they show so proudly in the yearbook is based on false information. Millions of hrs... yeah right!
xbhere and minimus, you're not the only ones to have done that. It was done, not out of dishonesty, but I truly believe out of a sense of trying to take care of the friends so they didn't get dinged for being irregular; especially if they were trying hard and having a hard time.
The problem centered around the fact that making a person record time is stupid to begin with and clearly not Bible based. I knew some COs that were extremely numbers conscious and others that weren't.
