I think the God's active force has always been with the earth and the Good people, but Jesus said that the 'spirit of truth' was something he would send down, after he got up to heaven and that it couldn't come down until then.
So, the God's active force and the 'spirit of truth' are actually 2 separate things.
Could the 'spirit of truth' or the 'helper', 'comforter' be from God and Jesus, when the active force is from God alone?
