It's called fair use.
I believe people are able to quote news stories without risk of prosecution as long as the source is properly credited and it's not for commericial use. Many political comercials quote news paper articles all the time and do not need to obtain permission to use it. So good luck turning the site in.

You can post copywrited material as long as you do not claim it as your own and give full credit to the source of the information - especially when it is information going out to the public such as in a news report (fair use applies) - I know I am a freelance writer, Lilly
