It is a wise business practice to have 'fan-out' lists that are accessible to the managers and supervisors shoudl something happen and information needs to be conveyed before the next business day.
Every home should have a disaster plan and disaster supplies ( www.redcross.ca or redcross.org for details)
As far as the Dubs, they used this line for years/decades. We need to know how to contact our brothers. Should we come under persecution, how else could we notify you where the next location of the meetings were going to be held. (all cloak and dagger stuff that the paranoid thrived upon).
It sounds like more of the same.

The 'caring' brothers want your numbers so that they can akways track you down. Can you imagine telling an elder that you do NOT want to give your cell number?????

Yes, I can.........just give them a fake one or a "dummy" one. I can't imagine any elder asking for your number unless they have been pressured to do so by the CO or DO or the WTS. Like I said, there is a reason the elders don't have up to date lists and don't care.

When my hall did a renovation the elders gave my unlisted phone number and other contact information to the regional building committee and brothers™ in other halls. I was very very pissed off when I started getting phone calls from people I'd never heard of asking me for donations of time, food, tools, etc. I don't pay for unlisted service only to have elders give out my confidential information to people who are complete strangers to me.
I advised them that their breach of confidentiality had ensured my complete non-cooperation in that project or any project in the future.

If you have an unpublished, private number, don't give it out to anyone except trusted people.
Otherwise, if your number is "in the book" what is the point of withholding it from the elders or you could tell them to go look it up.

In the past, I thought they were discouraged from keeping records to that degree on people...you know.....just in case the government turns against them.
I was wondering the exact same thing. I remember when I was a kid (about 10 or so) my dad told me that there will come a time when the police will come to get me and will torcher me so I will tell them where everyone lives. Now all of the sudden they want to compile a list. Won't that just give the expected gestapo police what they want?

They will NEVER use a Kingdom Hall or Assembly Hall as a shelter because their insurance does not cover such things. They would rather leave everyone out in the elements than risk a lawsuit.

In the early 1960's (ca Cuban Missile crisis bomb shelter era) the Bridgewater Massachusetts kingdom hall of Jehovah's Witnesses would hold service meeting skit/demos on enduring persecution when we are forced underground.

It's 9:30 pm on a cold Tuesday school nite i am 6-8 year old and will return to school in the morning among all my school mates who will die,and i will work shoulder to shoulder with mom and dad raking up their bones.

I'm kind of torn on this one.
On one hand, disaster relief, even if it's mainly for their own members, is a good and decent thing. At least the friends care enough about each other to want to help. If the elders have a way of contacting everyone and if someone really needs help, it's good to be able to get in touch with everyone. I know that the WTS isn't going to lose any money on the effort, it will all come from the individual JWs, but in times of disaster at least they're willing to help their own kind out.
OTOH...my distrustfulness of all things WTS related can't help but think that they are compiling a database of all JWs everywhere and then as some members fall off meeting attendance and field service participation, it's much easier to track them down. Even if some become "apostate" then they have a record of where they are, how to contact them, making it harder for faders to just disappear without going through a lot more hassle.
I'm sure it's a little of both...but I figure since numbers and addresses are easily attainable in the phone directory and on-line, there's no real harm in giving it to them. If they want it bad enough, they'll find it.
