But then again, they are not under an obligation to ignore celebrating it. Sounds like a matter of choice to me.

My bad, lunatics appear with the full moon, not the new moon. And Scully, I think you are right about the new moon being the start of a new lunar cycle.

When I worked at a jail, it seemed we had more bookings around the full moon. I don't really know if there is anything to it, but it seemed to happen that way. The moon does have an effect on the oceans, high and low tide, so maybe there could be something affecting us as well.
