Two thoughts:
1: The only thing worse than NO policy (to protect children) is policy that is NOT FOLLOWED.

I agree with your post. Unfortunately, when the R&F have a run in with the elders, that's who they blame, they think if the WT knew what their local elders were up to they would be shocked and sort them out..............................We know that's not how it works. Th elders get their "orders" from the CO who in turn get their "orders" from the top.
Many are under the illusion that what they read in the WT for eg elders not lording it over the congregation or not judging each other, is how the WT feel...............its double speak
I know cases of abuse ..................but back then I was stupid and thought it was the elders not doing their jobs.
