The WTS already has a version of that called the "substitute CO."
Oh yeah, I had forgotten about that. I attended a cong for a while where the PO was also a sub CO, he was out on assignment more often than not.
Another time, when I was in a different cong, a planned visit by an actual CO visit was canceled last minute, and we got the local substidude instead. I think everybody relaxed and breathed a little easier when they heard the news that it was 'just a sub' that would be visiting.
Are the CO's employees of the WTBS or the circuit. Or are they volunteer workers? I think there are a number of ways a sharp lawyer and a good insurance agent could shield the society from liability. Umbrella insurance policies ($2,000,000 that covers anything but criminal activity) are only a couple of hundred dollars a year. Attorneys like to go after easy money. Suing somebody the size of the WTBS, unless you can make it a class action suit, aren't easy money. Brother CO smacking somebody with his car can't be turned into a class action.

A year or so ago the Society started billing congregations for the out of pocket expenses of the circuit servant and his wife, expenses like car purchase, travel expenses, and health insurance.
They actually did this in the early 90's. It was done throught the Circuit Assembly. Back then, his car payment and insurance was about a thousand a month and the Society would bill the whole Circuit, and pass a resolution at the assembly. It was then up to the local congs to satisfy the circuit organization.

You guys are forgetting the primary responsibility of the CO.
He is assigned to check cong accounting, and cheerlead for more money to the WTS.

I think a 'phase out' is the most likely, if they do anything at all.
They can't afford to lose the one link that gives them the info they need to control the religion from Brooklyn and branch locations.
Never forget that 'control' is what this bunch is all about. Parachuters won't ever cut the control wires - niether will the WTS, IMO.
