Mary which scans are you looking for? I am sure the fine scannist of JWD can help you or someone here might have a hardcopy they can loan to our great PDFers.
There are also some torrents on pirate bay that are working fine like Watchtower Pubs 1870-1960 (really 1959), & Watchtower periodic (Golden Age, Consolation, Kingdom News)
