I think it depends on why they are poor. Some people are poor for reasons they can not control and some are poor for being lazy. I think the lazy poor people see money as something to have to be happy and do not want to do anything to get it. So they recent people who have accomplished more then them and yes, they can come across as materialistic.
Being materialistic, as a disfellowshipping reason.

In my area having money meant getting away with anything, at least for a little while. There was this one family who owned an insurance brokerage and several homes in well-to-do areas, well outside of the congregation's territory but they were allowed to do just about anything they pleased. They gave jobs to other JWs and were generally kissed up to. Until their scams caught up with them in the press it was like they could never do anything wrong. When they fell they fell down hard: prison sentences and all.
