Bad blood was absolutely forbidden at my congregation. Bad blood fractions were a conscience matter.

Yes, plenty over the years. But, bad blood could range from minor to severe.
In recent memory a family left because of "bad blood" with somebody. There were people who came to my hall over the years from other halls for various reasons. Some came because their children were treated badly in another hall where strict elders treated their daughters as if they were tramps. Others came because they had a falling out or a feud with a pushy elder in another hall. One woman came because she was a widow who got no attention and felt lonely. Still another tearfully left her old hall because of bad blood over her inactive children which caused other cruel JWs to snub her even though she was active and struggling. There's so much more.
