It all depends on the level of indoctrination. A few years ago, I would have followed the borgs policies to the letter. But now, even a year ago, I would have seriously questioned any direction not to inform the authorities. BTW current direction is to immediately call Legal before even talking to victim.
If you were a believing elder when the lawsuits were explained to you.....

That's why all religions need to hit the sh@t can; they all make people, most especially their leaders, believe absurdities. And when the leaders and the followers believe absurdities, then atrocities can and will follow. Like Adolfius said:they always go against their own reasoning, and follow the party line.....even though they know it is wrong.

But that is just what the Borg have done, there are too many foxes in too many congregations.
These ones are wrapped up in their own self-glorification, somehow, sometime, they will have make an account of themselves.
Unfortunately many, many nice people who have trusted the elders, have been severely damaged, some have even lost everything. (In many cases, this is total abuse of power)
