    TO ALL BODIES OF ELDERS IN THE UNITED STATES
    Dear Brothers:
    In reporting cases when individuals have disassociated themselves by engaging in nonneutral activities, the following direction should be followed. The implication of their action should be reported in harmony with Scriptural guidelines. Therefore, when completing the S-77 form, please use such expressions as "Violated neutrality" or "Took a nonneutral course." Isaiah 2:4 and John 15:17-19 support these descriptions, as pointed out on page 101 of Pay Attention to Yourselves and to All the Flock. Other expressions should not be used. By reporting matters in this way, we are following the Scriptural direction regarding those who go out from us because they are "not of our sort," while we ourselves remain neutral as to the world and its affairs.-1 John 2:19; John 17:16.

    Although this direction applies to the terminology used when reporting disassociations, the same caution is to be exercised in all correspondence with the Society or with other congregations.     Name: Governing Body of Jehovah's Witnesses

    Offense/sin: Violated neutrality

    Description (in cases of sexual offense, please be very detailed):
    Joined in with the rest of Christendom in associating with the United Nations. This association was initiated by the Governing Body, who were not coerced or pressured to do so. As part of the Harlot, the Governing Body rode the back of the Wild Beast for almost ten years before being exposed by ex and current Witnesses. Even after the sin was exposed, the Governing Body refused to admit to their followers that they had done anything that violated neutrality.

    Recommended Action As is well known, Jehovah's Witnesses only allow pedophiles to deny responsibility in the face of overwhelming evidence and remain in good standing. Therefore, we recommend disfellowshipping the entire Governing Body, and also recommend that the Service and Writing departments be investigated as to their involvement and/or covering over of this sin.

    BOE letter Sept 20. 1984 tells us:

    When a person disassociates himself from the congregation by reason of violating his Christian neutrality, a
    committee of brothers should consider the evidence establishing the matter. This information should also be
    kept in a sealed envelope as outlined in the above paragraph.

    Here is another painful quote:

    At times, members of the congregation who are pursuing citizenship may be asked by the Immigration
    and Naturalization Service to have their local congregation provide a letter confirming their status as one of
    Jehovah's Witnesses. Whether a body of elders will provide such a letter of good standing is left to the
    discretion of each body of elders handling the matter.

    Each body will want to consider. seriously whether providing such a letter is appropriate in light of the
    individual's standing in the congregation. Since the local body of elders is in the best position to decide whether
    such a letter should be provided, the Society will not involve itself in determinations of this nature.
    If the body determines that a letter of identification is appropriate, a brief letter could be provided
    concerning a publisher's standing in the congregation. The enclosed sample is an example of what you may
    provide. Any embellishment or elaboration of this letter is not permissible.
    Additionally, local immigration authorities may ask the applicant to obtain a letter from their "church"
    outlining the beliefs of Jehovah's Witnesses and/or the local congregation respecting the bearing of arms. Please
    DO NOT COMMFNT on that subject in any correspondence with gov ' 1 authorities Any. such letter may be
    written by the individual applying for citizenship_rgeardinghis or her personal beliefs on neutrality. It may be
    that the publisher is told that their application will be denied without said letter. This is the risk they take in
    pursuing citizenship. The congregation is organized to advance Kingdom interests and not to involve itself in an
    individual's personal pursuit of citizenship. The congregation cannot comment on matters of personal individual
    conscience.

    What they really mean is:

    Even though everyone knows JW are pansy asses who will not bear arms for their country, do not be so stupid as to put it in writing. Instead, make the poor arsehole seeking citizenship write out his statement concerning neutrality in his own hand.

    What a joke. Other churches do all they can to help their members concerning 'worldly' matters, even appointing a mentor to help immigrants establish themselves in their new home. What do JW's do? "Write the letter yourself, sonny boy."

    This is typical cult behavior. Make a rule that the JWs cannot be a member of the group if they participate in political or military activities and make organizational sanctions of shunning if one does this. However, so as not to appear as a subversive group, make it appear as though the individual came to these conclusions on their own without any fear of sanctions from their religious group.
